The Director, Procurement provides decisive, strategic advice on core agency procurement policy and process. The Director is accountable for managing the procurement and consumption practices of Build NS as well as providing advisory and support services. S/he is responsible for fostering sustainable economic development by promoting the benefits of bidding on the agency's requirements for goods, services and construction through participation in outreach and education sessions to the vendor community. S/he researches, develops and implements and or adopts appropriate procurement tools and best practices to ensure best value for agency expenditures.The Director, Procurement reports to the Senior Director, Operations and Procurement.ResponsibilitiesDirects and administers Build NS procurement policies and procedures to ensure open, fair, and transparent procurement practices are implemented and followedConducts appropriate research and recommends strategies for policies and practices related to public procurement. Ensures public trust in the process and government accountability through audit, compliance, and reporting initiatives. Further ensures maximum utilization and understanding of the procurement process by ensuring outreach and education programs are delivered to internal and external clients about the agency's procurement policies and proceduresIdentifies and implements procurement strategies and process improvements that fosters dialogue and consultation between agency and procurement staff leading to the development, implementation and maintenance of appropriate procurement toolsEnsures the necessary expertise aligns with agency requirements for the facilitation and development of RFP's and RFQ specificationsUphold the credibility of the agency by designing policies/procedures and managing the procurement process in such a way that balances concerns of the business community, equitable treatment of suppliers, agency needs, fair and reasonable prices and good value for public expendituresQualificationsPost-secondary education in business or other relevant degree program requiredCompletion of (or working towards) industry designation (such as SCMP or PLog) required5 - 7 years in a senior strategic sourcing role, with at least 3 years leading procurement departments/sections requiredDemonstrated experience coordinating high-value tender ($1M plus) processes and managing contract relationships requiredExperience with procurement management software systems requiredStrong business acumen with an emphasis on quality of experience, social inclusion, environmental sustainability, and fiscal responsibilityDemonstrated experience coordinating business development opportunities and public-facing special events is an assetOutstanding computer skills, specifically with Office 365Excellent communication skills, both verbal and writtenExceptional attention to detail and organizational skillsAbility to prioritize and handle multiple deadlines under severe time constraintsCritical thinking along with strong problem-solving skillsA driven, and perpetually positive attitude
